The wording of a hurricane text alert changes whether people say they'll evacuate

Storm surge warnings that described likely damage rather than just naming the phenomenon increased people's stated evacuation intentions — with the biggest effect on people who'd never evacuated before.

With hurricane season underway, a study published this month tests something that sounds simple but has direct life-safety stakes: does how a wireless emergency alert is worded actually change whether someone says they'd evacuate ahead of a storm [s1].

What the study tested

Researchers investigated whether hurricane-specific Impact-Based Warnings — alert language that describes likely consequences or damage rather than simply naming a weather phenomenon — delivered through Wireless Emergency Alerts, the text-message alerts most US phones receive automatically, would increase people's stated intention to take protective action [s1]. What moved the needle

Storm surge alerts using impact-based language were associated with increased evacuation intentions compared with receiving no storm surge warning at all, and in some comparisons, compared with a plain phenomenon-only warning as well [s1]. In practical terms: telling someone what a storm surge is likely to actually do — rather than just that a storm surge is expected — moved more people toward saying they'd leave.

Who the effect mattered most for

The study's interaction analysis turned up a specific, actionable pattern: the effect of impact-based warnings was concentrated among participants who had no prior experience with evacuation or storm surge [s1].
